JPE Survey Process Begins Next Week

The Judicial Performance Evaluation Program of the North Carolina Bar Association, or JPE, is about to enter an exciting new phase. Following the completion of two successful pilot phases, the time has come for North Carolina attorneys and others who are intricately involved in the trial court process to participate in the evaluation program.
The process of evaluating judges will begin next week and continue through July. NCBA members are advised to be on the lookout for a broadcast e-mail next week that will instruct them as to how to access their JPE passwords and complete the evaluation survey(s).
The input of non-member attorneys, including members of other bar groups in North Carolina, district attorneys, assistant district attorneys and public defenders, will also be sought via their respective organizations and administrative offices.
Participation is key, which means NCBA member participation is key.
The largest database of e-mail addresses for attorneys is maintained by the NCBA, and ongoing measures that ensure the security of the NCBA system will be replicated in the implementation of the JPE process.
This groundbreaking endeavor has been designed to provide the state’s District Court and Superior Court judges with constructive feedback for improvement and to inform the electorate before each general election of the evaluation rating of each trial judge on the ballot as either “qualified” or “not qualified.” Participants are encouraged to evaluate each judge whom they have appeared before and/or observed enough times to form a valid assessment.
Information regarding the evaluation ratings may be used in conjunction with the election process as early as 2010.
