CONRAD 4TH CIRCUIT NOMINEE; REIDINGER, OSTEEN CLEAR COMMITTEE Chief Judge Robert J. Conrad Jr. of the U.S. District Court for the Western District of N.C. has been nominated to the Fourth U.S. Circuit Court of Appeals. The former U.S. attorney would fill the seat vacated by Judge Dickson Phillips in 1994. In related judicial matters, the Senate Judiciary Committee agreed Thursday to forward the U.S. District Court nominations of Martin Reidinger (Western District) and William Osteen Jr. (Middle District) to the full Senate, whereas fellow NCBA members Thomas Farr (Eastern District) and Thomas Schroeder (Middle District) await confirmation hearings. http://www.whitehouse.gov/infocus/judicialnominees/conrad.html
NCBA MENTAL HEALTH EFFORTS, BARCARES, DENOTED IN COVERAGE The NCBA’s ongoing efforts to provide mental health support and services to attorneys were highlighted this week in the Greensboro News-Record, which also pointed out the need for more lawyers to take advantage of those programs. A slight and understandable error, brought on by the confluence of two Larrys and a Leary, merits clarification: It was President Larry McDevitt who in 1989 appointed future President Larry Sitton to chair what is now the Lawyer Effectiveness and Quality of Life Committee; Sitton in turn appointed Leary Davis to chair the subcommittee that generated the survey that preceded the establishment of BarCARES. http://www.news-record.com/apps/pbcs.dll/article?AID=/20070724/NEWSREC0101/70723026/-1/NEWSREC0201

LEGAL SERVICES CORP. TAKES NOTE OF NCBA’S 4ALL INITIATIVE The NCBA’s new 4ALL initiative is garnering national attention, as evidenced by coverage in the latest edition of LSC Updates. The biweekly online newsletter of the Washington-based Legal Services Corp. includes an excerpt from Lawyers Weekly on the swearing in of President Janet Ward Black and her commitment to providing civil legal services to the poor. The entire newsletter is worth a look; scroll down a few screens to see the NCBA/4ALL item. http://www.lsc.gov/press/updates_2007_detail_T158_R15.php
HICKORY SOLO BELIES APPEARANCES, AND “THAT’S A GOOD THING” Hickory attorney and NCBA member Lisa Dubs was profiled in Tuesday’s edition of the Charlotte Observer as a fierce public defender in pastel suits and stiletto heels who has spent the past 20 years taking on some of the region’s toughest cases. “If they underestimate me, that’s a good thing,” said Dubs who is currently working on seven capital murder cases and waiting to see if prosecutors will retry another case in which the defendant was freed on bond Monday after the jury deadlocked last week. http://www.charlotte.com/local/story/208963.html
