GOVERNOR SIGNS BUDGET – MORE MONEY FOR COURTS, LEGAL SERVICES PROGRAMS
The $20.7 billion state budget that Gov. Easley signed last week included significant increases in funding for North Carolina’s courts, mostly due to the efforts of NCBA member Sen. Dan Clodfelter. The $21 million in recurring adjustments brings the total appropriation for the Administrative Office of the Courts to approximately $432 million for the 2007-08 fiscal year. Increases in court costs that went into effect on Aug. 1 will provide an additional $38 million in recurring funding annually for the courts and additional money for established legal aid programs. Combined, the total budget expansion for the AOC during this budget cycle is nearly $60 million. DR. NORMAN ADRIAN WIGGINS REMEMBERED AS “VISIONARY LEADER”
Dr. Norman Adrian Wiggins, the architect of the modern-day Campbell University who served as its president for 36 years, died last Wednesday in Winston-Salem. Services were conducted Sunday in Buies Creek. Under his leadership, Campbell established its law school in 1976 and moved to university status in 1979; the law school was named in his honor in 1987. A Burlington native and veteran of World War II, Wiggins also held numerous connections to the former Wake Forest College and the North Carolina Bar Association, which honored him as the recipient of the John J. Parker Award in 1999.

“ROAD TO LAW SCHOOL ACADEMY” PAVES WAY FOR ASPIRING ATTORNEYS
A new program is helping N.C. undergrads prepare for law school. Created by the American Bar Association’s Council on Legal Education Opportunity, the Road to Law School Academy strives to increase the number of minority, low-income and first-generation college students who become lawyers. Students attend summer and weekend workshops and receive bar exam preparation, tutoring and financial assistance. According to N.C. program director Dianne Williams, 95 percent of students enrolled in a similar academy in Texas were accepted by their first-choice law school. Organizers hope for comparable results in North Carolina.
