What is the Technology Assistance Program?
The Technology Assistance Program (TAP) offers NCBA members quality legal
technology consulting at reduced cost. The consultants offer a wide spectrum
of services and expertise, so members are encouraged to contact the consultants
to determine which company best meets the needs of your firm.
TAP consultants are contractually bound to provide an initial 15-minute
telephone consultation free of charge to NCBA members. They are required
to provide to you, their client, a detailed accounting of general expenses
(such as travel, mileage, telephone, etc.) that will be billed to your
account. They are also required to provide monthly activity reports to
the Association containing the names, addresses, NCBA member numbers,
extent of services and fees charged to clients so the Association can
monitor the quality and quantity of services being provided to members
and ensure contractual compliance.

The consultants participating in the TAP program were reviewed and selected
by the Technology Advisory Committee. The TAP program is administered
by the Membership Services Committee, and any suggestions or comments
about this program should be forwarded to the committee’s attention.

and full-service computer integration company. NetSmart evaluates clients'
existing technology, budget, goals and growth expectations and assists
them in the procurement and installation of their systems. Consultwebs.com
is the Web design arm of the North Carolina Bar Association Technology Assistance
Program (TAP.) Consultwebs.com offers Web consulting and design services.
Services include Web page design and hosting, promotion, training and
network support. Consultwebs.com principals have served numerous clients,
including in excess of 100 law firms. Consultwebs.com's Dale Tincher is
the primarily NCBA instructor for basic Internet and legal research CLE
courses.
NetSmart, Inc., and Consultwebs.com normally serve as a consulting firm
as opposed to a reseller. However, some clients prefer a one vendor solution,
and NetSmart, Inc./Consultwebs.com are able to provide the best product
mix for them, often taking full responsibility for the system's ongoing
support.
NetSmart and Consultwebs.com's billing rate for NCBA member firms for
computer integration services are $95 per hour. NCBA billing rates for
Consultwebs.com's Web design services are $75 per hour. An initial 15-minute
telephone consultation is free.
Telephone charges, after the initial 15-minute consultation, are billed
at $22 per 15-minute increment. Travel time is billed at $10 per 15-minute
increment. Reports and other materials expenses will not be billed to
firms unless they make special requests, e.g. for a large number of copies
or for uniquely prepared materials.
Whenever possible, clients are required to pay 50% of services, hardware
and software upon placing their order. The remainder is billed upon installation.
