Doug Heron | Doug Heron has been named director of governmental affairs for the North Carolina Bar Association, effective immediately. He has previously served the NCBA as its legislative counsel, beginning in February 2005 and continuing through the most recent session of the General Assembly.
The promotion, noted Executive Director Allan Head, was proposed and approved by the NCBA Board of Governors in recognition of the outstanding service Heron has provided throughout his first year with the NCBA.
A native of Huntington, N.Y., Heron is a 2002 graduate of the Dickinson School of Law at Penn State University. He also participated as a visiting fellow at the George Mason School of Law, earning the ABA’s Award for Outstanding Achievement in Labor and Employment Law.

As director of governmental affairs, Heron is the contact person for all NCBA-related governmental affairs issues. As such, he will continue his efforts in obtaining passage of the NCBA’s legislative agenda, monitoring daily sessions of the General Assembly as well as legislative committee meetings in which topics of potential interest to NCBA members are addressed. He is also responsible for directing issues of interest to bar association members to the appropriate NCBA section or committee.
Heron will prepare quarterly reports for the NCBA Board of Governors and publish a bi-weekly newsletter when the General Assembly is in session and compile the Legislative Bulletin at the end of each session. He is also responsible for content and maintenance of the expanding Governmental Affairs section of the NCBA Web site, and for managing the NCBA’s political action committee, NCBARPAC.
Heron previously served an assistant director of government affairs in the Washington, D.C. offices of Greenberg Traurig, and as assistant director of government affairs/lobbyist for the State Employees Association of North Carolina.
Heron and his wife, Nikki, reside in Holly Springs with their daughter, Alyssa.
NCBA members are encouraged to contact their Office of Governmental Affairs in regard to current and future legislative initiatives. Additional information is also available via the NCBA Web site, including extensive guidelines for sponsoring legislation.
