Meet the NCBA Government Affairs Team
Michelle L. Frazier
Michelle L. Frazier returned to the NCBA in January 2023 as the Director of Governmental Affairs and Policy. Michelle most recently served as a government relations attorney in the Raleigh office of Nexsen Pruet and represented clients before the legislative and executive branches. Michelle previously worked at the North Carolina Bar Association serving as Assistant Executive Director, which included the supervision of the NCBA’s Office of Governmental Affairs. She joined the NCBA for the first time in March 2001 as Director of Governmental Affairs and was responsible for administering the legislative program as well as serving as the Association’s lobbyist for the legislative, executive and federal branches.
In 2017, Michelle was awarded a Women in Business award by the Triangle Business Journal. She was also recognized in Business North Carolina magazine’s Legal Elite (2009) as one of North Carolina’s best lawyers under the age of 40 (Young Guns category) and was listed in North Carolina Super Lawyers (2009, 2010) as a Rising Star. David P. Ferrell
David P. Ferrell is a Partner with Nexsen Pruet in Raleigh and has been a North Carolina registered lobbyist since 1997. He has experience in state, local and executive branch lobbying, grassroots campaigns and regulatory compliance. David’s government relations experience includes a diverse group of clients and a wide range of issues, which has allowed him to appear in and monitor legislation in most of the standing legislative committees and interim study committees. He is active in various legal and lobbying organizations and often teaches continuing education seminars on legislative matters and substantive areas of law.
David concentrates his law practice in civil matters including energy and public utilities, eminent domain and real estate law, administrative and regulatory matters, government contracts, construction litigation and civil litigation. He has represented clients before state agencies and licensing boards as well as represented state agencies and private sector businesses and associations in the state rulemaking process. David also serves as general counsel to North Carolina business and trade associations as well as to state professional licensing boards. David completed the Leadership Raleigh Program through the Raleigh Chamber of Commerce, Class of 2017. He was listed in the North Carolina Super Lawyers for Civil Litigation (2009, 2010) and for Professional Liability Defense (2011). David is a Fellow of the Washington D.C.
